I. Call to Order

Committee Chairperson Wesley Lo called the Board of Education (“Board”) Human Resources Committee meeting to order at 10:11 a.m.


II. Superintendent evaluation process for the 2024-2025 school year
Committee Chairperson Lo called for public testimony on agenda item B. No testimony was provided.

Committee Chairperson Lo outlined the superintendent evaluation process for the 2024-2025 school year. He explained that at the September 19, 2024, general business meeting, an investigative committee established by the Board presented its findings and recommendations for metrics related to student achievement, including the Department’s other operations that indirectly support but are foundational to raising student achievement. The Investigative Committee had noted at the time that also integral to the evaluation is a review of the superintendent’s fulfillment of duties and responsibilities as per his contract. He recommended that the superintendent evaluation process include an evaluation of the superintendent’s fulfillment of duties and responsibilities as per his contract including: (1) discussion of particular topics during the evaluation; (2) a rating scale; and (3) timeline, in addition to any metrics adopted by the Board for the superintendent evaluation based on the recommendations made by the Investigative Committee, which will be referred to as targeted goals.

Committee Member McClellan expressed appreciation for the investigative committee for developing the evaluation process.

ACTION: Approve the process for the superintendent evaluation for the 2024-2025 school year as explained in Human Resources Committee Chairperson Wesley Lo’s memorandum dated October 22, 2024, which would be in addition to any metrics adopted for the superintendent evaluation based on the recommendations in Investigative Committee Chairperson Wesley Lo’s memorandum dated September 19, 2024 (McClellan/Chung). The motion carried unanimously with all members present voting aye.


III. Salary adjustments for deputy superintendents, assistant superintendents, and complex area superintendents

Committee Chairperson Lo called on Keith Hayashi, Superintendent to provide the recommendation on salary adjustments for deputy superintendents, assistant superintendents, and complex area superintendents.

Hayashi outlined the Department’s recommendation for the salary adjustments for leadership employees not included in collective bargaining agreements which requires Board approval. The Department projects to have sufficient resources within its general fund budget to accommodate the proposed salary adjustments totaling $154,496 for the appointed subordinate superintendents in the current fiscal year 2024-2025.

Committee Member McClellan asked for clarification on the ratings for those receiving 3 or better. Hayashi explained that for complex area superintendents are rated on a five-point scale and other superintendents are rated on a four-point scale.

Committee Member McClellan asked what the salary increase for collective bargaining was. Sean Bacon, Assistant Superintendent of the Office of Talent Management explained that the adjustment is based on increases similar to Bargaining Unit 06.

Committee Chairperson Lo stated that salary ranges need to be addressed since as items increase the ranges need to increase. He explained that there should be a new methodology to address these areas in the coming months.

ACTION: Approve adjustments to the salaries of the subordinate superintendents, as explained in Superintendent Keith Hayashi’s memorandum dated October 22, 2024. (McClellan/Chung). The motion carried unanimously with all members present voting aye.
