I. Call to Order

Committee Chairperson Shanty Asher called the Board of Education (“Board”) Human Resources Committee meeting to order at 10:42 a.m.


II. Approval of Meeting Minutes of August 10, 2023

Committee Chairperson Asher asked Committee members to review the Committee’s August 10, 2023, meeting minutes.

Committee Vice Chairperson McClellan moved to approve the Committee’s August 10, 2023, meeting minutes. Committee Member Kuraya seconded.

Committee Chairperson Asher asked if there were any objections to the motion. No Committee member raised objections, and the motion carried through unanimous consent from all members present.

ACTION: Motion to approve the Human Resources Committee’s August 10, 2023, meeting minutes (McClellan/Kuraya). The motion carried through unanimous consent from all members present. III. Executive Session:
Committee Chairperson Asher called for public testimony. No one testified at this time.

Committee Member Kuraya moved to go into executive session for a briefing on Compensation Adjustments for Department Leadership Employees (Deputy Superintendents, Assistant Superintendents, and Complex Area Superintendents) for School Year 2022-2023 and 2023-2024. Committee Vice Chairperson McClellan seconded.

Committee Chairperson Asher asked if there were any objections to the motion. No Committee member raised objections, and the motion carried through unanimous consent from all members present.

Action: Motion to move into executive session for a briefing on Compensation Adjustments for Department Leadership Employees (Deputy Superintendents, Assistant Superintendents, and Complex Area Superintendents) for School Year 2022-2023 and 2023-2024 (Kuraya/McClellan). The motion carried unanimously with all members present voting aye.

The meeting recessed at 10:46 a.m. and reconvened at 11:44 a.m.


IV. Recommendations for Action
Committee Chairperson Asher called on Keith Hayashi, Superintendent, Department of Education (“Department”), and Sean Bacon, Assistant Superintendent, Office of Talent Management, Department, to provide the briefing on compensation adjustments for Department leadership employees (Deputy Superintendents, Assistant Superintendents, and Complex Area Superintendents) for school year 2022-2023 and 2023-2024.

Committee Chairperson Asher called for public testimony. No one testified at this time.

Committee Member Kuraya moved, to approve as of July 1, 2022 a retroactive one-time salary adjustment for the Assistant Superintendent of the Office of Fiscal Services and a salary adjustment for subordinate superintendents who have met or exceeded performance evaluations for the school year 2022-2023, attached as Keith Hayashi’s memorandum dated October 4, 2023. Committee Member Arakaki seconded.


Committee Chairperson Asher called for a roll call vote on the motion. The motion carried unanimously with all members present voting aye.

ACTION: Motion to approve, as of July 1, 2022 a retroactive one-time salary adjustment for the Assistant Superintendent of the Office of Fiscal Services and a salary adjustment for subordinate superintendents who have met or exceeded performance evaluations for the school year 2022-2023, attached as Keith Hayashi’s memorandum dated October 4, 2023 (Kuraya/Arakaki). The motion carried unanimously with all members present voting aye.


Committee Chairperson Asher called on Hayashi and Bacon to provide the recommendation on the appointment of the complex area superintendent (CAS) of the Nānākuli-Wai‘anae Complex Area.

Hayashi expressed appreciation and shared that he is honored to recommend Disa Hauge to serve as the CAS of the Nānākuli-Wai‘anae complex area. He expressed apologies and noted a correction to the starting salary amount to $199,610, which includes the bargaining unit 6 increase. Hayashi recognized Hauge for building teams to help families, continually striving for academic leadership, collaborating with Waianae Coast Comprehensive Center to distribute food to the community, expanding clinic sites for schools, and implementing coaching strategies to share data.

Committee Chairperson Asher called for public testimony.

Julie Reyes-Oda, member of the public, testified in support of the appointment of Hauge and expressed hope that the Board will push for accountability of the administrators to hold everyone accountable.

Committee Vice Chairperson McClellan expressed appreciation for Hauge including her leadership in the Nānākuli-Wai‘anae complex area.

Committee Member Kuraya moved to approve the appointment of Disa Hauge as the complex area superintendent of the Nānākuli-Wai‘anae Complex Area with a corrected starting salary of $199,610, attached as Keith Hayashi’s memorandum dated October 4, 2023. Committee Member Arakaki seconded.

Committee Chairperson Asher called for a roll call vote on the motion. The motion carried unanimously with all members present voting aye.


ACTION: Approve the appointment of Disa Hauge as the complex area superintendent of the Nānākuli-Wai‘anae Complex Area with a starting salary of $199,610, attached as Keith Hayashi’s memorandum dated October 4, 2023 (Kuraya/Arakaki). The motion carried unanimously with all members present voting aye.


V. Adjournment

Committee Chairperson Asher adjourned the meeting at 11:55 a.m.
