Board Chairperson Voss welcomed incoming Board Student Representative Maverick Yasuda.
Susan Pcola-Davis, member of the public, testified on agenda item III.A, entitled “Finance and Infrastructure Committee Report on: (1) Presentation on Department of Education's ("Department") 2023-2025 fiscal biennium operating budget process, (2) Update on status of Department's capital improvement projects and repair and maintenance and anticipated challenges for 2022-2023 school year.” She asked for clarification and further details relating to items in the budget summary sheets and stated that the Department should clarify where the four major categories connect.
Susan Pcola-Davis, member of the public, testified on agenda item IV.C, entitled “Board Action on Human Resources Committee recommendations concerning appointment of deputy superintendent.” She congratulated Heidi Armstrong on her appointment as the deputy superintendent.
Board Vice Chairperson and Human Resources Committee Chairperson Barcarse reported that the committee met at 11:02 a.m. and approved the meeting minutes from June 16, 2022. He also reported that the committee took action on the Memorandum of Understanding between the Board and Hawaii Government Employees Association Bargaining Unit 06, 12-month Vice Principal, Position Number 603498 Waianae High School Alternative Learning Programs and Services; compensation adjustments for Department Excluded Managerial Compensation Plan (“EMCP”) employees; and action on the appointment of Heidi Armstrong as the deputy superintendent. Board Vice Chairperson and Human Resources Committee Chairperson Barcarse stated that he adjourned the meeting at 12:20 p.m.
Board Vice Chairperson and Human Resources Committee Chairperson Barcarse moved, on behalf of the Human Resources Committee, to approve the “Memorandum of Understanding between State of Hawaii Board of Education and Hawaii Government Employees Association Bargaining Unit 06: 12-month Vice-Principal, Position Number 603498 Waianae High School Alternative Learning Programs and Services,” retroactively effective as of July 1, 2021, as attached to Hayashi’s memorandum dated September 1, 2022.
Board Chairperson Voss called for a roll call vote on the motion. The motion carried unanimously with all members present voting aye (Board Vice Chairperson Barcarse, Board Members Arakaki, Asher, Fallin, Kuraya, McClellan, Moriarty, and Namau‘u).
