I. Call to Order

Board Chairperson Bruce Voss called the Board of Education (“Board”) General Business Meeting to order at 1:32 p.m. Board Chairperson Voss, Board Vice Chairperson Kaimana Barcarse, and Board Members Bill Arakaki, Shanty Asher, Lynn Fallin, Lauren Moriarty, and Kili Namauʻu were present.


II. Public Testimony on Board of Education (“Board”) Agenda Items

Board Chairperson Voss called for public testimony.

Susan Pcola-Davis, PTSA, testified on agenda item IV.A, entitled “Human Resource Committee Report on: (1) Committee Action on Superintendent's evaluation for 2022-2023 School Year: end-of-year evaluation.” She shared what drives her to testify at Board meetings and her personal experiences relating to providing testimony to the Board.

Senator Michelle Kidani, Hawaii State Senate, testified on agenda item IV.A, entitled “Human Resource Committee Report on: (1) Committee Action on Superintendent's evaluation for 2022-2023 School Year: end-of-year evaluation.” She expressed support for Hayashi and recognized Board Student Representative Maverick Yasuda who recently graduated from Waipahu High School.

Joseph Halfmann, Pearl City High School, testified on agenda item IV.A, entitled “Human Resource Committee Report on: (1) Committee Action on Superintendent's evaluation for 2022-2023 School Year: end-of-year evaluation.” He expressed support for Hayashi, shared that since the Board hired Hayashi as superintendent he has been in the schools and understands what it takes to do what is needed in the classroom, and expressed appreciation to the Board for selecting and continuing to support Hayashi.

Neil Blomberg, Hawaii Department of Education, testified on agenda item IV.A, entitled “Human Resource Committee Report on: (1) Committee Action on Superintendent's evaluation for 2022-2023 School Year: end-of-year evaluation.” He expressed support for Hayashi, shared the challenges of a new administrator, stated that his school has received support, and that Hayashi creates systems and structures for schools.

David Miyashiro, HawaiiKidsCAN, testified on agenda item VI.B, entitled “Board Action on Hawaii Public Education 2023-2029 Strategic Plan (Phase II, Implementation Plan).” He expressed support for the implementation plan and advocated for community partners to contribute to what lies in store for students and families.

Susan Pcola-Davis, PTSA, testified on agenda item VI.B, entitled “Board Action on Hawaii Public Education 2023-2029 Strategic Plan (Phase II, Implementation Plan).” She stated that targets measuring progress are needed before the start of the new school year and noted that the memorandum includes a list of the key performance indicators.

Terrence George and Duane Kurisu, Hawaii Executive Collaborative, testified on agenda item VI.B, entitled “Board Action on Hawaii Public Education 2023-2029 Strategic Plan (Phase II, Implementation Plan).” George stated that the Hawaii Executive Collaborative expressed strong support for the strategic plan, especially for key priority groups. Kurisu stated that he would like to stand on written comments and that Hayashi is a transformational leader that public education needs.

Cheri Nakamura, HE‘E Coalition, testified on agenda item VI.B, entitled “Board Action on Hawaii Public Education 2023-2029 Strategic Plan (Phase II, Implementation Plan).” She shared that the HE‘E Coalition is focused on educational equity, that the system needs to provide appropriate effective support to lift up all students and focus on student outcomes, commended the Department for the detailed implementation plan, and stated that HE‘E Coalition is looking forward to the progress that would be made.

Adria Medeiros, Mountain View Elementary School, testified on agenda item VI.B, entitled “Board Action on Hawaii Public Education 2023-2029 Strategic Plan (Phase II, Implementation Plan).” She expressed support for the implementation plan and noted that the core is student centered learning, which ensures every child receives what is needed to reach their full potential.

Tierney Barcarse, Hawaii Department of Education, testified on agenda item VI.C, entitled “Board Action on Human Resources Committee recommendations concerning Superintendent’s evaluation for 2022-2023 School Year: end-of-year evaluation.” She expressed support for the implementation plan, shared about the butterfly effect which led her back to the Department, and asked the Board to imagine Hayashi as a butterfly who understands the job.

Joshua Lee, Teach For America (“TFA”), testified on agenda item VI.C, entitled “Board Action on Human Resources Committee recommendations concerning Superintendent’s evaluation for 2022-2023 School Year: end-of-year evaluation.” He expressed support for Hayashi and noted the TFA organization has seen changes in the Department’s efforts to collaborate.

Terrence George, Harold K.L. Castle Foundation, testified on agenda item VI.C, entitled “Board Action on Human Resources Committee recommendations concerning Superintendent’s evaluation for 2022-2023 School Year: end-of-year evaluation.” George expressed support for Hayashi, emphasized that healing has happened in the Department, stated that there are huge amounts of work that needs to be completed, and commended all school leaders for their hard work.

Stacie Kunihisa, Interim Executive Director - Leadership Institute, testified on agenda item VI.C, entitled “Board Action on Human Resources Committee recommendations concerning Superintendent’s evaluation for 2022-2023 School Year: end-of-year evaluation.” She expressed support, stood on her written testimony, and shared that she has anchored her leadership career on the mantra “we is greater than me.”

Mitchell Otani, Kalani High School Principal, testified on agenda item VI.C, entitled “Board Action on Human Resources Committee recommendations concerning Superintendent’s evaluation for 2022-2023 School Year: end-of-year evaluation.” He expressed support for Hayashi and shared that he has demonstrated the ability to move the Department during difficult times.

Jill LaBoy, Kailua Intermediate, testified on agenda item VI.C, entitled “Board Action on Human Resources Committee recommendations concerning Superintendent’s evaluation for 2022-2023 School Year: end-of-year evaluation.” She expressed support for Hayashi, shared that his recognition of the need to support middle level education provides a powerful impact on adolescents, and expressed appreciation that Hayashi convened a conference on middle level education and supported the creation of the middle level executive council.

Julie Reyes Oda, member of the public, testified on agenda item VI.C, entitled “Board Action on Human Resources Committee recommendations concerning Superintendent’s evaluation for 2022-2023 School Year: end-of-year evaluation.” She asked the Board to focus on communication because Civil Beat wrote an article about the Department’s response rate to media inquiries. She stated that memoranda to the Board need more details and Hayashi needs to prepare more to answer to those who oppose him.

Susan Pcola-Davis, PTSA, testified on agenda item VI.C, entitled “Board Action on Human Resources Committee recommendations concerning Superintendent’s evaluation for 2022-2023 School Year: end-of-year evaluation.” She shared about her personal and prior experiences working for education.

III. Approval of Meeting Minutes of April 6, 2023 Special Meeting; April 6, 2023 Special Meeting (executive session); April 20, 2023 General Business Meeting; April 20, 2023 General Business Meeting (executive session)

Board Chairperson Voss asked Board members to review the Board’s April 6, 2023 Special Meeting, April 6, 2023 Special Meeting executive session, April 20, 2023 General Business Meeting, and April 20, 2023 General Business Meeting executive session minutes.

Board Vice Chairperson Barcarse moved to approve the Board’s April 6, 2023 Special Meeting, April 6, 2023 Special Meeting executive session, April 20, 2023 General Business Meeting, and April 20, 2023 General Business Meeting executive session minutes. Board Member Asher seconded.

Board Chairperson Voss asked if there were any objections to the motion. No Board member raised objections, and the motion carried through unanimous consent from all members present (Vice Chairperson Barcarse and Board Members Arakaki, Asher, Fallin, Moriarty, and Namauʻu).

ACTION: Motion to approve the Board’s April 6, 2023 Special Meeting, April 6, 2023 Special Meeting executive session, April 20, 2023 General Business Meeting, and April 20, 2023 General Business Meeting executive session minutes (Barcarse/Asher). The motion carried through unanimous consent from all members present.


IV. Reports

Board Vice Chairperson and Human Resources Committee Chairperson Barcarse reported that the Committee discussed the Superintendent’s evaluation for the 2022-2023 School Year: end-of-year evaluation and the recommendation would be presented for action later in the meeting.


Board Chairperson Voss referred to the written report on the events attended by Board members.


V. Public Testimony on Board Agenda Items

Board Chairperson Voss called for public testimony. No one testified at this time.


VI. Action Items

Board Vice Chairperson Barcarse moved to appoint Makalapua Alencastre, Roger McKeague, and Lehua Veincent to the State Public Charter School Commission (“Commission”) for three-year terms effective July 1, 2023, and ending June 30, 2026. Board Member Fallin seconded.

Board Member Moriarty stated that there was a good list of candidates and invited others who would like to serve to be aware of future opportunities.

Board Chairperson Voss called for a roll call vote on the motion. The motion carried unanimously with all members present voting aye (Vice Chairperson Barcarse and Board Members Arakaki, Asher, Fallin, Moriarty, and Namauʻu).

ACTION: Motion to moved to appoint Makalapua Alencastre, Roger McKeague, and Lehua Veincent to the Commission for three-year terms effective July 1, 2023, and ending June 30, 2026 (Barcarse/Fallin). The motion carried unanimously with all members present voting aye.


Board Chairperson Voss called on Keith Hayashi, Superintendent, and Tammi Oyadomari-Chun, Deputy Superintendent of Strategy, to present the Department of Education’s (“Department”) recommendation on phase II of the Hawaii Public Education 2023-2029 Strategic Plan (“Implementation Plan”).

Hayashi stated that the Implementation Plan demonstrates the collective goals to move education forward and based on the Board’s feedback provided on May 4, 2023, helped to shape the final Implementation Plan. He requested approval and support for the Implementation Plan which would support schools, employees, and the entire state.

Board Vice Chairperson Barcarse moved to approve the Implementation Plan attached to Hayashi’s memorandum dated May 18, 2023. Board Member Arakaki seconded.

Board Member Moriarty stated that because of leadership, community partnerships, and input from schools the Implementation Plan is a good plan and acknowledged that this is the beginning. She reiterated that the systems and processes would be put in place to sustain, accelerate, and amplify the impact of the strategic plan since some of the measures are process measures to get the desired impacts. Board Member Moriarty advocated that going forward there would need to be continued monitoring of progress.

Board Vice Chairperson Barcarse echoed comments from Board Member Moriarty and stated that the plan is good. He expressed support for moving ahead while allowing for adjustments for students and communities.

Board Member Arakaki expressed appreciation for the testimony relating to the plan and noted that there is a lot going on in the community. He reiterated that one of the desired outcomes of Goal 1.3 is to expand internship opportunities for high school students. Board Member Arakaki detailed that on Kauai a group called the Employee Advisory Council is already doing work in this area. Board Member Arakaki also stated that the plan is a great plan.

Board Student Representative Yasuda expressed support for the implementation plan and expressed confidence in Hayashi and his team to adapt and make the right choices to move forward.

Board Chairperson Voss stated that the work plans would be critical to make sure the system is heading in the right direction.

Hayashi stated that everyone would be held accountable to the work plan and in the spirit of neʻepapa (working together in unison) various components would be included that would clearly specify what actions would take place as the Department moves forward. He stated that communication between the levels in the tri-level system (school, complex area, and state) is important.

Tammi Oyadomari-Chun, Deputy Superintendent of the Office of Strategy stated that there are a lot of action items.. She detailed that Ssome action items would have their own individual work plans and some would be incorporated together in a single work plan. Oyadomari-Chun clarified that the level of school input would be determined by the nature of the action items. She shared that the Department has a structure to get input from schools and detailed that one venue is the principals’ forum, which the Department would use to discuss upcoming feedback items and how schools would receive the information.

Board Chairperson Voss acknowledged that there would be challenges and asked what process or timeframe the Department would go through to set targets. Oyadomari-Chun replied that the standard process is to use historical data to project an ambitious, yet attainable target. She stated that the current challenges are the COVID-19 pandemic’s disruption of attendance and learning and the lack of enough good trend data to set targets. Oyadomari-Chun detailed that the Department is looking to use data from the 2022-2023 school year to inform target setting in the Fall. She noted that the Department has consulted with McREL International, a regional education lab funded by the U.S. Department of Education which has advised the Department that two years of data is inadequate for target setting. She explained that the Board and the Department must be mindful that the historical trend data is not robust and as the Department learns more from the data, it may need to make adjustments. Oyadomari-Chun also confirmed that even though there would not be specific targets in the first year, the Department would report on progress.

Board Chairperson Voss called for a roll call vote on the motion. The motion carried unanimously with all members present voting aye (Vice Chairperson Barcarse and Board Members Arakaki, Asher, Fallin, Moriarty, and Namauʻu).

ACTION: Motion to approve the Implementation Plan attached to Hayashi’s memorandum dated May 18, 2023 (Barcarse/Arakaki). The motion carried unanimously with all members present voting aye.

Hayashi expressed appreciation for those who took time to testify and Oyadomari-Chun for the extensive work of her and her team to reach out to schools and their communities. Oyadomari-Chun acknowledged the CASs and principals who provided a lot of time to support development of the implementation plan.

Board Vice Chairperson and Human Resources Committee Chairperson Barcarse moved, on behalf of the Human Resources Committee, to rate Hayashi on his end-of-year evaluation for the 2022-2023 school year as follows:

Board Member Moriarty asked Hayashi to describe the area of personal professional growth or accomplishment over the last year that Hayashi proudest of. Hayashi replied that he is most proud of reestablishing trust and positive relationships within the Department and with external stakeholders. He stated that in terms of personal growth, his journey working with leaders and engaging in reflective dialogue with his executive coach, educators, and community partners (philanthropy, legislators) has been enlightening. He stated that although the task is enormous it is important to learn from others and knowing that others support him is inspiring and keeps him going.

Board Member Moriarty stated that she was struck by Hayashi and his willingness to self-assess. She noted that she is interested in watching Hayashi identify his role and identify what priorities he would delegate going forward. Hayashi replied that in addition to supporting students academically, he also wants to ensure that students are good people and he is hopeful that systems would be in place to continue to address and improve the students that the Department is committed to humbly serve.

Board Member Namauʻu left the meeting at 2:40 p.m.

Board Member Moriarty asked what can the Board do to support Hayashi to continue to grow. Hayashi emphasized that communication would be important and there would be continuous movement in a collective effort to support students.

Board Chairperson Voss stated he would like the Board members and Hayashi to engage in the self-reflection part of the evaluation process. He asked Board members and Hayashi to identify lessons learned during the year in the Board and Department’s work together and identify any areas for improvement.

Board Chairperson Voss noted that the Board members are responsible for ensuring the superintendent succeeds. He asked Board members to engage in self-reflection on how to improve in the area of this responsibility.

Board Chairperson Voss stated that the Board frequently discusses communication and when the Board receives complaints, it needs to figure out how to deliver better constructive suggestions to assist the Department in improving.

Board Vice Chairperson Barcarse echoed comments from Board Chairperson Voss and noted it is important for Board members to reach out and ask the Department questions when they hear about something. He also stated that it is important to find balance when communicating because the Board members also do not want to bombard the Department with inquiries while the Department is trying to get work done.

Board Member Fallin stated that the strategic planning process was a great opportunity to get into the community and make connections. She stated that the Board generally reviews words on paper, so the strategic plan process experience was significant for her because Board members went out into the community and that interaction gave life to the words on paper.

Board Member Moriarty stated that Hayashi is humble and does not blame others which is a great trait for a leader. She noted that it is helpful to have a clear and in-depth understanding about what a leader contributes to success. Board Member Moriarty suggested Hayashi reflect on personnel selections and types of support provided. She stated that if innovative ideas were shared to mutually define the roles of the Board and superintendent, expectations for critical areas would change the outcomes.

Student Representative Yasuda shared that he has learned to balance his perspective versus the collective voices of public school students of Hawaii. He stated that both sides need to be willing to understand all perspectives, which would lead to more positive outcomes as a whole which would benefit all students.

Board Member Arakaki reflected on how the Board provides constructive feedback, visits schools, and attends events while still adhering to the Sunshine law and being cognizant of expenses. He acknowledged that building trust with legislators is important.

Board Member Asher echoed comments from Board Member Arakaki and noted that when the Board selected Hayashi, the Board made a commitment to support Hayashi. She noted that open communication is necessary and that during school visits she can see everything in action. Board Member Asher shared that as the first Micronesian serving on the Board, when students see her, they can begin to feel empowered. She encouraged the leadership team to equip Hayashi with information so that he can continue to inform the Board.

Hayashi expressed appreciation for the comments from the Board. He shared that this past year has been exciting, one of growth both personally and professionally. Hayashi stated that he works with committed professionals at the school, complex, and state office levels. He acknowledged the amount of work that has been put in by the employees involved in quality instruction for the students in our schools and reaffirmed his commitment to continue to work with the Board, community partners, legislators, and others.

Board Chairperson Voss called for a roll call vote on the motion. The motion carried unanimously with all members present voting aye (Vice Chairperson Barcarse and Board Members Arakaki, Asher, Fallin, and Moriarty).
